Tender & Bid Management
Disciplined bid leadership for major energy and infrastructure pursuits—linking evaluation criteria, technical evidence and commercial narrative without treating the response as a volume writing exercise.
Bid or no-bid decisions
Major tenders consume senior time and set commercial precedents. A structured bid or no-bid review tests fit to capability, pursuit cost, evaluation weightings and the evidence you can actually substantiate—not the story you wish you could tell.
TDTEC supports owners and bidders on energy and infrastructure pursuits where technical and commercial credibility must align. This is not a general grant-writing or high-volume tender agency model, and no win rates or success statistics are quoted.
Capture strategy and evaluation criteria
Capture planning starts with the buyer's stated criteria and the implicit risks they are trying to transfer. Win themes should map to proof points: project references, methodology, resourcing, and defensible differentiators.
- Criteria-to-evidence matrix and gap analysis
- Win themes linked to evaluable substantiation
- Risk and compliance items flagged early
- Alignment between pricing narrative and technical scope
Technical and commercial response development
Responses fail when technical sections and commercial schedules diverge. TDTEC coordinates the thread between methodology, assumptions, exclusions, interfaces and the delivery model the evaluator will later hold you to.
Prior experience includes EPC commercial negotiation and owner-side development on large renewable and storage programmes. That background informs bid structure and review—it is attributed to prior roles unless the current engagement is explicitly as TDTEC delivery lead.
EOI and RFP coordination
Multi-volume submissions need version control, author accountability and a single compliance owner. TDTEC can run or support coordination across engineering, commercial, legal and specialist contributors, with clear cut-offs for legal review and executive sign-off.
- Response plan, milestones and internal review cycles
- Requirement numbering and cross-reference to attachments
- Clarification question strategy where it reduces ambiguity
- Handover from EOI shortlist to RFP without losing narrative consistency
Review, compliance and submission planning
Final assurance covers mandatory requirements, word limits, attachment integrity and internal consistency between base bid and departures. Submission logistics—portal uploads, hard copies, witnesses—are planned, not improvised.
Legal drafting and formal contract position remain with qualified legal advisers. TDTEC focuses on technical-commercial coherence and evaluable evidence.
Do you write tenders on a per-page fee basis?
Engagements are scoped around the pursuit: coordination, critical sections, review and compliance assurance for major energy or infrastructure bids. Routine low-value tender writing is not the focus of the practice.
Can you support both owner-side evaluation and bidder-side responses?
Yes, with clear conflict management. Owner-side support aligns with procurement and evaluation design; bidder-side support aligns with response development. The roles are not combined on the same pursuit.
What evidence do you need to start?
The RFP or EOI pack, any draft compliance matrix, available project data, and clarity on internal authors. A redacted example of a prior major submission helps calibrate depth, but is not mandatory.
