Owner’s Engineering
Independent owner’s engineering that defines what “good” looks like for your project, manages technical interfaces across contractors and specialists, and gives decision-makers a clear view of delivery risk — without replacing your internal team or the EPC designer of record.
When an owner’s engineer adds value
An owner’s engineer (OE) is most valuable when multiple parties touch the same technical outcome — EPC contractors, equipment vendors, grid consultants, authorities and financiers — and no single party is incentivised to hold the whole picture. The OE represents the owner’s requirements, tests completeness and coordinates responses before issues compound.
TDTEC’s OE work is informed by prior employment experience, including engineering leadership across a large renewable portfolio and owner-side expectations through commissioning on utility-scale solar, BESS and wind programmes. That background shapes how scope, independence and reporting are set up; it is not claimed as TDTEC delivery on those assets.
- Multi-contract or multi-vendor delivery
- Novel technology or first-of-kind integration
- Financier, insurer or board hold points
- Recovery when design or site issues are diverging
Development and procurement support
Before major spend, the OE helps translate owner objectives into employer’s requirements, technical schedules and reviewable acceptance criteria. That includes clarifying battery limits, data and drawing standards, and who owns each interface across development, grid connection and offtake.
During procurement, support may cover tender technical evaluation, departure registers, clarifications and negotiation of engineering clauses — always aligned to the owner’s risk appetite rather than a contractor’s preferred allocation.
- Employer’s requirements and technical schedules
- Tender evaluation and departure review
- Interface registers and responsibility matrices
- Alignment with grid and connection strategy
Design and delivery assurance
Through detailed design and construction, the OE monitors maturity against agreed hold points: design basis, single-line diagrams, protection and earthing, major equipment submittals, and FAT/SAT evidence. Findings are prioritised by consequence so the owner can direct effort and escalation.
This complements — and is distinct from — engineering design assurance reviews: OE retains continuity across the programme; assurance engagements may target a specific gate or artefact set with a defined close-out.
- Design review planning and hold-point registers
- Submittal and deviation/concession review
- Tracking of open items and owner decisions
- Coordination with specialist studies where required
Commissioning and handover interfaces
Commissioning is where paper assumptions meet plant behaviour. Owner-side support focuses on energisation sequencing, grid compliance testing, protection settings, as-built versus as-designed gaps, and the documentation needed for operations and warranty.
Prior high-voltage commissioning experience — including on large industrial gas infrastructure — informs how TDTEC reviews readiness, test packs and punch-list closure without assuming the OE role replaces licensed commissioning authorities or network operators.
- Commissioning plans and witness/ hold points
- Grid compliance and performance test interfaces
- As-built records and O&M handover completeness
- Defect and warranty technical support
Scope and independence
OE scope is agreed in writing: systems covered, reporting lines, decision rights, and what TDTEC will not do (for example, acting as designer of record or certifying work it did not adequately investigate). Independence means clear identification of conflicts, transparent limitations when information is incomplete, and recommendations tied to owner objectives.
Engagements are structured for owners, developers and investors who need senior electrical judgement on national energy and infrastructure projects. Brisbane based; delivery across Australia.
